The impact on manufacturers will be evaluated as well, and DOE will use a modified version of the Industry Cash Flow model that has been modified to this particular product type to estimate manufacturing NPV. Additionally, DOE will consider the potential impact on small-business manufacturers and other manufacturer subgroups to identify any that may be disproportionally affected by these proposals.
